Photo Simulation Follies

In RPV, cell tower applicants are required to provide a photo simulation prior to installing a wireless site.  The intent of the photo simulation is to provide the city a realistic depiction of the site before it is built, thus allowing an early and accurate aesthetic review.  Multiple recent RPV Crown Castle installations were compared to their respective photo simulations.

There was a common pattern in that the photo simulations did not match the actual installation, in virtually all cases appearing less intrusive than actuality.  These discrepancies were one of many reasons RPV recently passed a comprehensive wireless facility ordinance in January 2016.
